Ohio is divided into 12 appellate districts, and each district is served by a court of appeals that hears appeals from the trial courts within that district.

The 15 counties in Ohio’s Fifth District are Ashland, Coshocton, Delaware, Fairfield, Guernsey, Holmes, Knox, Licking, Morgan, Morrow, Muskingum, Perry, Richland, Stark, Tuscarawas.

More than 1.5 million people live in the district, which means that the district has a population greater than the number of people who live in 11 U.S. states, including Alaska, Hawaii, New Hampshire, Maine, and Montana.

The Fifth District covers 7,633 square miles, which is an area larger than the state of New Jersey.

Each case is heard by a three-judge panel, and the Fifth District’s six judges are elected to six-year terms.

Judge Gormley graduated from Harvard Law School in 1990. During his 15+ years as a trial judge in Delaware County, he has handled thousands of civil, criminal, and traffic cases.

Judge Gormley has spent his life protecting and defending the Constitution. He believes our founding documents should be respected and will never legislate from the bench. 


I would be honored to have your support in my race for a seat on Ohio’s Fifth District Court of Appeals.  The primary election will be on March 19, 2024, and both early and absentee voting start on February 21, 2024.

I’m running because I bring to the race a well-balanced range and depth of experience – including significant appellate-court experience – in both civil and criminal cases.  In the years since I graduated from Harvard Law School in 1990, I have worked at a law firm, as an assistant prosecutor, as an assistant attorney general, as state solicitor, as the lawyer for the Supreme Court of Ohio, as a municipal-court judge, and as a common-pleas-court judge.

I thank you for your support.  I look forward to meeting persons who reside in every corner of the 15-county Fifth District in which I’m running.
